Medical Facilities
The CCD-alliance team members have been involved in the design of security for all types of medical facilities ranging from current health campuses, to high security facilities such as Forensic Psychiatric Hospitals.

Thomas Embling Hospital*

Kerran was responsible for the complete security design of the Thomas Embling Hospital.  This facility is the largest forensic psychiatric facility designed and constructed in the Southern hemisphere, and is recognised as one of the most advanced facilities of its type in the world today.

The facility has a maximum security rating due to the patients being held there and in terms of its applied security technology, yet enables advanced patient care in this field.
Kerran in association with Spowers Architects co-wrote the functional brief for the project, wrote the security and communications brief that included the physical security and planning for the project.  He then completed the complete security technology design including the perimeter security solution.

The technologies used fully integrate with the physical elements of the facility and the security management regimes in place. These technologies include:-
· Perimeter Detection and Surveillance Systems;
· Access Control System;
· Biometric identification systems;
· Sophisticated Intrusion Detection System;
· CCTV system, supported by digital video recording systems;
· Emergency communications and patient audio management and voice recording systems;
· Extensive use of touch screen graphical user interfaces to manage all systems interfaces;
· Full integration of the complete system with the relative law enforcement and correctional authorities associated
   with the project; and
· Staff, patient and visitor screening systems.

Frankland Centre WA*
Kerran and CCD-Australia were engaged to develop the security and communications brief in liaison with the client to determine all physical, technology and managerial security needs for the new maximum security forensic facility in Perth, Western Australia.

Following the completion of the development of this brief, CCD Australia were engaged to design, document, tender, evaluate and supervise the installation of security technologies and final acceptance testing and commissioning of the completed integrated security solution. Technologies included:
Security Management System incorporating sub-systems:
· Access Control;
· Intrusion Detection;
· Alarm management;
· Fixed Duress Alarm System;
· Perimeter Detection Systems (multiple layered solution);
· CCTV (internal and external) surveillance and recording systems;
· Intercom call system;
· Metal detector screening provisions;
· Control Room design and Equipment layouts; and
· Locking systems (including door interlocks and emergency over-rides).

Kerran documented the Security Management Plan defining all applied management philosophies and incorporating all management procedures for the security operation of this maximum security rated hospital.

St John of God Hospital - Murdoch
Brad and Kerran undertook a full scale security audit of the St John of God Hospital Murdoch.  The audit covered all security aspects of the facility and was undertaken in response to a major expansion of the Murdoch health campus for not only St John of God, but also the new the new the new ajacent Fiona Stanley facility.
The audit was benchmarked against and agreed risk/threat statement as defined with the client.

The audit included:
· Analysis of all of the existing facilities security policies and standing orders;
· The complete security solution across the campus including all:
    Non St John of God facilities;
    Support engineering infrastructure;
    Covered and non covered car parks;
    Movement paths across the site;
    Transportation access points to the site; and
    Hospital Buildings with individual treatment of all departments.

The audit was used for the basis to the redevelopment and integration of the existing facility into the new wider Murdoch. Health Regional Centre

Midland Health Campus
Kerran and Brad carried out the security design for the successful bidder of the Midland Health Campus.  The commission included:
· A risk analysis and then liaison with the North Metropolitan Health Authorities to determine the security solution for the project;
· Liaisons with relevant law enforcement and emergency services authorities responsible for this facility;
· Overview of the facility security planning;
· Specific planning input to the civil psychiatric facilities on the upper level of the facility
· The complete security technology design; and
· The physical security design for the civil psychiatric facilities on the upper level of the facility.

The commission also included the development of the “Security design brief” and the “Emergency management plan for secure evacuation of patients” for the civil psychiatric facilities on the upper level of the facility.
