Justice and Correctional Facilities
CCD-Alliance team members have been involved in the design of Custodial facilities for 50 Years, including direct design experiences of a total of 45 Prisons, 11 Juvenile facilities, 5 Immigration detention centres, 5 forensic psychiatric facilities and 6 major court facilities spread over six countries and across three continents.

In addition, team members have contributed in engineering and security disciplines in major prison redevelopment programs in WA, Victoria, the Northern Territory, New Zealand, Malaysia and the UAE. 

The team’s experience extends through justice project briefing, security planning, the concept design of all engineering services, as well as the complete design and overseeing the installation of all forms of physical and electronic security.
The following is a list of justice facilities undertaken by members of CCD and the Jurisdictions where the work was undertaken.

One of the critical elements of experience gained by CCD-Alliance from the large body of work undertaken in this field is the ability to undertake complex designs in differing Justice Jurisdictions.  Each new prison requires thorough investigation of the relative legislation, the jurisdictions “Purpose of the prison” (i.e. what are the outcomes expected of the facility), the cultural requirements, and in certain countries this includes a religious overlay.
Some of the salient Justice projects include:


Dubai Central prison - UAE*
The Dubai Central Prison is the largest and most modern of its type in the Middle East.  The complex is multi- functional and includes:
· A 2796 bed high security facility for sentenced men;
· A 576 bed medium security facility for sentenced and illegal immigrant women;
· A 128 bed medium security facility for sentenced juveniles; and
· A 1500 bed Immigration detention centre for men.

The complex comprises four individual walled prisons, and a comprehensive central services facility, all enclosed within a walled compound.  The Prison is fully air-conditioned and incorporates one of the most advanced security technology solutions used in prisons in the custodial world to date.

Kerran, Joe and Brad all contributed to the facilities design and construction.  Kerran was responsible for the security and communications brief, the complete security design, as well as all of the project engineering.


Casuarina Prison - Perth WA*
Casuarina Prison is Western Australia’s highest security facility.  The project was secured by a design team that won against a world wide submission of credentials.  Kerran was responsible for writing the security and communications brief, as well as the complete security technology design, and all of the engineering services.

The project is credited as having one of the most secure perimeters in any Custodial facility in the southern hemisphere.  The project when completed was considered a model for utilisation of security technology to support the operational management.

The facility has been in operation since being commissioned as a prison in 1990.  The facility is still recognised as a model for custodial design in the southern hemisphere.

Brad worked on the maintenance of the security technology within Casuarina during his prior life in contracting and then in providing design support for one of the major technologies on the site whilst a Director of a Technology R&D company.    


Tanah Merah Prison - Singapore*
The Supermax Tanah Merah Prison is recognised as one of the most secure Custodial facilities in the world. 

The Tanah Merah facility consists of a Supermax men’s prison and a high security women’s facility designed into a common complex.  The Tanah Merah facilities gestation was during the period of international gang terrorism in the early to mid eighties.

The project was secured by CCD Australia after an international call for Consultants which resulted in 65 submissions from across the globe.  The submissions were short listed to 6 and CCD Australia secured the consultancy for the project.

Kerran wrote the security and communications brief, was intimately involved in the planning of the facility, and was responsible for the physical security design, briefing of all engineering consultants and the complete security and communications technology design. 


Northland Prisons - New Zealand*
The Northlands Prison project in Kiakohe New Zealand is a multifunctional men’s prison, with maximum, medium and minimum prisoners all located in a common facility.  The Northlands facility was the first of the new prisons built in the latest prisons construction program in New Zealand at the time.

The project was specifically design to accommodate the cultural criteria of the North Island indigenous population. 

To our knowledge this prison is the only prisons facility in the world that has a year round flowing creek flowing through the facility.  This created many security challenges as the prison has a wall for the outer perimeter and is complete with a full perimeter security technology solution incorporating multiple technologies, backed up by comprehensive CCTV support.

Kerran wrote the security and communication brief for the facility, as well being responsible for the physical security design for the perimeter, briefing all of the engineering consultants of security matters and for the complete security and communications design for the entire facility.
